CABLEGRAM.
THE RUSSO-TURKISH WAR. (From this-morning's " Daily Time 3.") Singapore, May 5. The Russians are gradually advancing into Servia, and have already occupied Bulgaria. Sir Stafford Northcote, in replying to a question in the Commons, said that England was unprepared to consent to the exclusion of war vessels from the Suez Canal, but she would take steps to proLoxdon, May 5. Military preparations are groing forward in the English arsenals and dockyard*.
The Times siatcs that seven cavalry regiments, four brigades of artillery, and 59 battalions of infantry in reserve for service abroad, are required. The whole of the Russian army has been placed on a war footing. Austria, although at present neutral, ressrves to herself liberty of action to protect her own interests.
The Porte has protested to the other Powers against the recently signed RussoRoumanian convention, and has suspended the functions of the Roumanian agent at Stamboul.
Money is stiff. Bank minimum rate of disc-,unt 3 per cent. The Bank of England's reserve is under 1,3,000,000. Stocks are recovering, with the exception of consols, which are down to 93£. The rise in wheat has been arrested, and the market is now quiet. New Zealand, 655. to 695. Tallow is weaker, and has declined a shilling.
