SPECIAL TELEGRAMS.

[from our own correspondent.]

Dunedin, Wednesday. SUPERINTENDENT OF THE INDUSTRIAL SCHOOL.

The Commissioner of Customs, in forwarding to Mr. Titchener the report of the Commissioners in the inquiry at the Industrial School, stated that while the Commissioners bore testimony to the kind and humane treatment of the inmates by Mr. Titchener, and pointed out the difficulties which he had to labor under in dealing with exceptional cases without adequate means, yet found that he showed great indiscretion in continuing for nineteen days to use the improvised means of restraint which he adopted in the case of Mary Dohig. The Government was satisfied with the general management of the School, and felt confident that he would in future avoid, under any circumstances, to use such means of restraint as had been complained of in the case of Mary Dohig. Steps would be taken to provide necessary cells for such emergencies, I LEASING RUNS. Next week the Land Board proposes to consider the question of leasing runs in relation to extending the leases of several , six months. In order that the whole may be dealt with simultaneously it is agreed to take action re the opening Hundreds, and opened block on deferred payment of 2,000 acres at Black's Reserves,. fixing additional deferred payment sections at Glenkenich and Waipaihee.
