# [PER t PRESS AGENCY.] . Wellington, Wednesday. The House met at 2.30 yesterday afternoon. ""■" CROWN LANDS. Mr. .WHITAKER gave notice to mote ~'.> when the debate in Committee on the Financial Arrangements Bill comes, on " That.all revenue arising from the Ctottb lands of the Colony be considered as part of the consolidated revenue, and that the assets and liabilities of the Provinces become assets and liabilities of the Colony." PROVINCIAL LAND FUND. Mr. WAKEFIELD gave notice of motion that on going into Committee of Supply he would move, a series of resolutions, the essence of which would be that half the land fund .of the Provinces belong to the Colony. NOTICES OF MOTION. Shortly after the meeting of, the House yesterday, the following important notices of motion were given : Mr. WHITAKER to move, when in' Committee on the Provincial Abolition' Financial Arrangements .Bill, " That clauses 6, 7, 8, 9, 10, be omitted, and in > lieu thereof that the following clauses, to:; come into operation on the 29th September next, be inserted :r—All revenue arising from the waste land of the Crown be con-; sidered the revenue of the Colony; all sums of money and expenditure heretofore charged on revenue arising from the waste [ lands of Crown is hereby charged, onaid made payable out of Her Majesty's con- j solidated revenue; all assets and li|dfli-: ; i ties of the several Provinces are assetfraiidi liabilities of the Colony. Providedt&ifv the cash in hand on the 29th day ofjSejiv: tember, 1876,. received from the ■waste; lands of the Crown shall be expendediii4 the Province in which it has been on such public works (not otherwise pw- : ; vided for) as the General Assembly shali determine." . Mr. WAKEFIELD to move, on the motion for going into Committee of Supply,' " That this House do resolve itself into Committee of the whole to consider the following resolutions: —The gross proceeds of all land sales or leases, either for pastoral or mineral-purposes (except with i»' spect to gold-fields) to be chargeable with the expenses of land and survey departments after such deduction. Half the net revenue from these sources to be Colonial revenue, the other half to be paid to local governing bodies of districts within which such revenue is raised.. The cost and expenses of the following services to be defrayed from Colonial revenues, viz.:—(1.) All existing legislative and executive departments of Government, including civil list ; (2) Interest of sinking fund of all loans, whether Colonial or Provincial; (3) primary education ; (4) Her Majesty's gaols throughout the Colony ; (5) police ; (6) lunatic asylums; (7) all public railways, whether constructed by the Colony, or the Provinces ; (8) arterial roads and bridges ; (9) subsidies to road districts and municipalities, in proportion of £, to £l, raised by rateßortolk All annual surplus of Colonial revenue oyer appropriation to be applied "to reducing any unfunded debt of the Colony; or if there be no-such debt, then towards the extinction of the funded debt. The-cost, and expense of the following services^! 19 defrayed/, by- the local governing bodieA viz. : (1). Roads, bridges, and other low public works other than arterial; (2) hospitals and charitable institutions; j?l penitentiaries and reformatories not being public gaols. The ordinary revenue frosj goldfjelds,. including the export duty, tow paid:|o the local governing bodies of the districts within which such revenues arM and-to be expended on local public wor» therein. Harbours to be administered ty ; Local Boards, who shall receive and* pend all monies applied on account of, ° appropriated to, the purpose of such h ßl ' bours.
