FIRE PHILOSOPHER
A PRACTICAL philosopher who reasons that prevention is better than cure is Superintendent Charles C. Warner, who pi-esides over the stations under the control of the Christchurch Fire Board. Warner revels m his work m blinding smoke, the crackling flames and the roar of turbine pumps, but he is more concerned ab.out the prevention of fire waste than the checking of it. What he thinks of the building bylaws as adopted by some local authorities would fill a book, and, after all, competent fire experts, who understand the principles of building construction,' should* know, the ' class of structure which will resist fire rather' I than act as a furnace for it.
