ARTHUR CHAPMAN is town clerk A of Thames; but he is more than that. He is an- institution plus guide, philosopher and friend to hundreds of ratepayers. The man who issues a rate demand is often wished further by the laggard, but even if he has to impose a penalty "A.C." does it m such a disarming manner that the memory of it soon fades into oblivion. Chapman is thrice blessed m that he has a nimble, whimsical wit, a snipersense of humor, and a tranquil temperament. He can cap your bon-mot before you can say knife and for effervescing spirits he has Grandpa Kruschen pushed well off the deep end.
