Startling Secret Circular m Several Languages "Africa is Already the Victor Over Europe 3 ' Planning a MigHty Blow Against the White Races (From "Truth's" Sydney Rep.) ; \ ' IT is well-known that there is. a spirit of restlessness animating the colored races m every quarter of the world. ; The white races , „ have been so. busy educating them m their "rights'/ that the colored races are beginning to pro test againsVwhat they call "color .serfdom," and a secret circular that has come into "Truth's" possession indicates that particularly powerful influences are at work to secure the dominance of the colored races over the wh ite.: v - v

It has also, "Truth's" rep. is assured, been circulating among the men "higher up" m America, Europe, Africa, and Asia, and apparently m three or four languages. „. It: deserves the attention of white men everywhere. The purpose of the secret circular is clear, and , as menacing as it is clear. ( The- "Underground Wireless" -is evidently an analogy to the "Underground Rail;nsay" organised by the "Great Liberator," William Lloyd Garrison, previous to the American Civil Y\£ar. 1 Is this secret and sinister "Underground Wireless" to be the overture of a still greater and infinitely, bloodier Wqrld War by strong self-liberated colored races upon a white race which has weakened itself, by the recent suicidal war, and which, seems bent upon reducing Europe, the old home' and strongest bulwark of the white, race, to ruins? . Here are significant, passages from the sinister document:— Wait and Watch! .. . "The black above the white! The tides .of history shift not only horizontally,: but vertically. It is therefore incumbent upon us, the leaders of this great cause for the Liberation of the Colored Races, to watch every movement of those who, either by nature or, by choice, are our enemies. These enemies, as we know by tragic experience and many centuries of oppression and exploitation, are the white races. It is our duty to ourselves, to our children, to the great interest of the community of colored races, to study. the shifting constellations among the white nations of the world— in Europe, m America, m Australia, m South Africa. It is no less our duty to take advantage of their own lack of unity, their rivalries and their hatreds. The World War, accompanied as it was by many phases of terrible suffering for our humble brothers, was nevertheless the first ray of light (after the American Civil War of 186i-'63) to break upon 6ur peoples. For it is only by wars among the whites that we. may achieve freedom. We are as yet too weak, to weaken them — so they •must be left to weaken themselves. Though exhausted, they are still, owing to their wealth and their artificial aids, more powerful than ourselves— the more numerous, but the poorer, the unorganised and the unequipped. It is clear that we must learn from the whites before we can hope to overcome them. Such Has been the lesson taught us by Japan. , The steps so far undertaken are known to you, and all further progress will be reported to you orally from time to time by the Underground Wireless or by our directors, to whom you will also submit your reports, signed only by your specific number." A Natural Ally. Skipping a reference to the need for a clear policy of strict racial self-in-terest, -*and a long quotation from Machiavelli's "Prince," tho document proceeds: — "For the present 1t behoves us to turn to France, since France, 1 both directly and indirectly, is supporting our

interests- and incidentally increasing the prestige of the Negro race m the very home of the white race. We must, however, not deceive ourselves as to the motive for this apparent sympathy, since that would entail a response and a participation peculiarly. dangerous and misleading to the impressionable hearts of our cc-racials and to the uninformed millions who look to us for guidance. t«et there be nu mistake! The present rulers of France further our interests, not out of love for us, but out of hatred of their own white neighbor. This for the time being make's France our

still felt for the white man. It- has helped to strengthen their personal md racial consciousness. . . . Qur course is clear, even against our supposed benefactors. According to detailed advices received by our First College, France, faced by a dwindling population of her own white stock, is plan-, ning the establishment of an army of

some million negrpes and other colored stocks. Its purpose is to help her to establish a second Napoleonic hege-mony...-f>ver. Europe, and, as she hopes, over the world. It is obviously to our interests that this army be formed. All agitation against the formation <\f this black army, as recently expressed m Circular Letter No. 83 (since recalled by the First College) should be avoided. It should be clear that m Spite of the small centres for the manufacture and storage of arms already established, the War for .the Liberation of the Colored Races cannot be 1 carried oh without a disciplined, well-equipped army. France will furnish this army. At the proper time and m the proper place, and after the secret and subterranean organisation within the army has been perfected, this army must strike. ■ ■ , It is inevitable that it must first strike Prance herself, both m .the colonies and m Europe. ' For this reason all false sentiment towards France must be kept m check. On the other hand,' no spirit of rebellion must be encouraged at the beginning:." jpaiiKDay of the Negro." Here is a threat as to what will happen when "the day" comes: — "At the appointed time black officers of experience will simply assume command. This army will then operate m unison with the units m other lands, especially America. The American units will continue to furnish the greater ~ part of the ftfnds for our propaganda and our best, mbst efficient leaders, such as our great spiritual piOphet, W. B. Dubois. 'For two or more centuries,' he writes, 'America has marched proudly m the - van of human hatred — making bonflrea of human fleah and laughingr at them hideously, and making the insulting of millions more than a matter of dislike — rather a great religion, a world war-cry.' This will mean the real Emancipation of our race m America." Follows a fervent, fanatical appeal to the colored races, winding up with the triumphant cry, "The Day of the Negro is coming. Africa is already the victor m Europe." The, secret circular concludes 1 thus: — . The great task is to adjust the discrepancy between our superiority m numbers and our inferiority m armaments. ,Our first duty is to study. the art of modern war, and to institute an intensive but .secret crusade for this from all centres. The funds ostensibly collected for educational and charitable purposes are to be dev&ted largely to this purpose. But let it not be forgotten that we must not place our faith m arms or numbers alone. The r white man achieved his supremacy only through the development of his spirit. This supremacy, thanks to his greed, cruelty and blindness, he can no longer, or soon no longer, hold. Our handicap of ages has been wondei fully overcome by the war. God moves m a mysterious way his wonders to perform. The example of Japan remains to prove not only her moral superiority to the boasted Christian nations of the Old and the Nevy World, but also how invincible is the spirit, the will to victory once it fills the hearts' and is incorporated m, the consciousness of an entire race!
