Stakes will be paid m full. 3. AH non-starters must be scratched half-an-hour before the race. 4. The "Winner of any Flat Race after Declaration of Weights to carry 71b penalty. The Winner of any Trotting Race, after Declaration of Handicaps may be re-handicapped. 5. "By the entry of, or endeavoring to enter, a horse, every person having or subsequently acquiring, any interest m such horse, shall be deemed to accept all the conditions and restrictions imposed or implied by these rules, and to be barred from questioning the action or conduct of the Club, or other body holding a Sports Meeting, or of any official of the Club, or such other body m respect of such horse, or of any person connected therewith otherwise than is provided for "m Part XXX."
