Tho employers assert that thoy have been Irritated by the policy of what thoy call "lightning" strikes, adoptod when any man failed to produce a union ticket, and, as a result, thoy decided to lock out all employees who refused to sign individual agrcoments, pledging themselves, under a money penalty, to work peacably with their follow employees, whether unionists or not. Tho men fiercely resented tho proposal, and 4 6,000 wero "locked out."
