Somethlng remarkable is happening m British trade unionism. Men arc making a contract to do a stipulated piece of work over the heads of their masters, and, slow to industrial change, it is but dimly recognised that this is a deliberate challenge to tho othIca of Capitalism. For weeks tho building trade has been m the throes of a great struggle. Tho trade unionists demanded an undertaking that non-unionists shall not bo engaged with union men on tho same Job. Tho employers assert that thoy have been Irritated by the policy of what thoy call "lightning" strikes, adoptod when any man failed to produce a union ticket, and, as a result, thoy decided to lock out all employees who refused to sign individual agrcoments, pledging themselves, under a money penalty, to work peacably with their follow employees, whether unionists or not. Tho men fiercely resented tho proposal, and 4 6,000 wero "locked out."
