INDIA REVOLTS.
According to authorities, India Is on tho verge of revolution. In the October issue ot the "Nineteenth Cootury and After." H. Fielding Hall glvea away the British "raj" In India. British administration, he says, is bringing India to tho border of revolution. The people hat© the British criminal system, the courts aro Jlllcd with perjury, the police arc unsatisfactory,, and t\ Jury system cannot bo introduced because juries would always acquit. The Indian village used to Do a selfgoverning unit, with a council of elders and a hendmnn. Now tho council has disappeared, and tlic headman la a Government off'clal. Consequently, tho village organism Is dead, and local ' self-government has boon killed. If. - unVs this authority, the Government o(!India wishes to serve JfndH, "tho whole Ideal und personnel must bo changed, and self-government must bo cultivated. This must begin at the* bottom, not at tho top; In the villages, not In the council chamber; and on a firm and enduring basis must be assisted to grow slowly." "So." says he, "can \vo win back India; there is no other way."
