The efforts of the City Council to control street fruit-hawkers is not meeting with success, and no wonder. "The men are confined to backalleys, where nobody would think of venturing to look for cheap fruit, and naturally everything runs m the Chow's favor. The white hawker, who is not the rogue and thief he is painted, ought to be encouraged, if only as an pfi-set to the mongrel Mongol.
