A Queer Proposal.

The supreme committee ol racing affairs (writes the Paris correspondent of a London paper) has held a hig meeting. A number of questions were discussed, the principal being the wish to establish some sort of a betting ring. This is to be examined by a sub-committee of racehorse owners. Notwithstanding that there are races every day of the week, when parimutuel receipts on tho outside reserve are nearly always greater than those m the 20-franc enclosure, several fixtures on the flat will be licensed. Two weird proposals were made m all seriousness, and, despite the fact that they were adjourned, are worth quoting, if only to show the warped condition of some of our Turf rulers' intellects. Horses were to be always* ridden out for places, and it wtas asked that a "Pari-Mutu-el Banlc 1 ' should be founded under Government auspices so as to allow its depositors to bet by means of credit vouchers. This novel, fantastic, financial monopoly establishment would also have been empowered to grant loans to accredited punters, enabling them, when momentarily broke, to go double or quits at the crushing-mill boxes.
