BLIZZARD IN CONSTANTINOPLE HEAVY LOSS Oh* LIFE. Australian and N.Z. Cable Association. RIGA, January 18. A violent blizzard which started in mid-Dedember, and has since raged day and night, continues in middle Russia and Siberia, doing immense damage. Communications are interrupted. Government dispatches from Samara state that the loss of life must be heavy. Relief parties, endeavouring to restore communications, discovered 80 frozen bodies in a single canton near Samara. Many areas as far south as the Urals are appealing for provisions and fuel, but snowdrifts block railway transport.
