The Paris correspondent of “Tho Times” says that the Superior Council of National Defence is preparing a scheme involving the permanent inspection of the Rhineland, which it will submit to Germany when the question of evacuation comes up. It is an open secret that French opinion has recently stiffened regarding frontier security. It is pointed out that while the occupation lasts it has a dofinite military value for France. Therefore, it is claimed that if France evacuates it before the appointed time, this must be balanced by Germany conceding France additional security. As Germany strongly desires the evacuation the French consider that they hre in a good bargaining position.
