FRANCE NEEDS STRONG NAVY; INCLUDING SUBMARINES. Sydney “Sun” Cable. PARIS, April 18. The keynote of the Senate’s discussion of the navy estimates was the demand for a strong navy. M. Leygues, Minister for Marine, opposed the abolition of submarines, and declared that France must have a navy in proportion to her maritime position and colonies, and general importance. The nation had a right to say “The sea is ours.”
