LORD CECIL TO ATTEND Australian and N.Z. Cable Association. (Reoeived April 18, 5.5 p.m.) LONDON, April 17. It is understood that Sir Austen Chamberlain will not attend the conference at Geneva on May 10th concerning the constitution of the League Council. Lord Cecil has been appointed the British representative. It is pointed out that he is the greatest authority on the constitution and the function of the League.
