The Independent Labour Party’s Empire Commission’s report urges tin establishment of a world organisation of free peoples for co-operation in the production and distribution of products, the British Government purchasing the Dominions’ surplus, and all Governments owning ships. The report advocates ambassadors replacing high commissioners, and Britain sending ambassadors to the Dominions.
