TIMBER CARGO REGULATIONS
BRITAIN AT A DISADVANTAGE ALTERATIONS ADVISED. Reuter'* IVlecrara. LONDON, January 27. The report of the Merchant Shipping Advisory Committee, representing all shipping interests, both owners ana men, with Sir Norman Hill as president, recommends the Board of Trade to abandon the prohibition of carrying timber on deck in winter, except light wood goods. It also recommends the formulation of new regulations based on the view that modern vessels of suitable types con safely carry deck cargoes, both of heavy and of light wood goods, all tho year round, if safeguards ore imposed. It also recommends the board to take stops to secure an early international agreement in regard to such safeguards, the new regulations not to operate until it has been ascertained, within a reasonable time, whether international uniformity is attainable. The committee points out that present conditions handicap British cargo vessels in competition for the world's tim-ber-carrying trade, as shown by the fact that about 95 per cent, of the ships bringing timber to Britain are foreign.
