In view of the situation in Manchuria, the War Office announces its immediate intention of bringing up the garrison to full strength by sending 1000 troops from Korea, and following them with 2500 from Kurume. When the Kurume troops arrive the original thousand wil return to Korea. The commander of the Kwantung garrison lias again warned the Chinese generals that no fighting will be allowed within gun range of the railway, nor near the Japanese zone.
