NEW RUGBY RULE
FREE KICKS MUST BE FREE ENGLISH UNION’S DECISION. (Sydney “Sun" Cabled LONDON, September 23. The English Rugby Union, explaining the new rule 10, ordering opponents to remain passive when a penalty kick at goal is being taken, says that they must not distract the kicker’s attention by shouting or unusual movements, or extending the arms overhead. The committee wilj deal later with the New Zealand protest against the abandonment of an advisory commit* tec in favour of triennial conferences.
