The senior Minister has handed the Foreign Office a Note on behalf of toe interested Powers, stating that thp Rowers, have decided to request Britain, America, and Japan to designate jurists for a commission of inquiry to clear up definitely the incidents of May 30th at Shanghai, and expressing the hope that the Chinese Government will appoint a Chinese jurist to sit on the commission.
