NEED FOR BILL URGED # DECLARING RESIDENTIAL AREAS MINISTER TO CONSIDER. At the conference with the Minister for Internal Affairs yesterday, Mr J. F. Nathan (Palmerston North) stressed the need for legislation enabling locqj bodies to declare certain areas purely Presidential, so as to prevent butchers-shops, for example, or factories, being erected and spoiling residential districts. The Minister: There is no fear of their establishing areas where only the wealthy could live Mr Nathan: We don't ask for that at all. Mr H. Tj.. Tapley (Mayor of Dunedin): This is known in the various countries as the zoning system. It is part of every Town-Planning Bill. They had been pressing for a Town-Planning Bill for eight to 10 years, and it had not yet been brought down. They knew that it was a difficult matter; but every country that .wished to be up-to-date must have a Town-Planning Bill. One.was introduced by the Bon. G. "W. Russell in 1917. ’ The Minister: I don't think it got a very good, reception. However, I will see wnat we can do about it. INSANITARY AREAS Another remit bearing on the same question was that urging that compensation he only paid on the actual value of slum buildings condemned and removed as insanitary. At present, stated Mr Tapley, local bodies often had to pay extortionate compensation in such cases. He urged, that if a man had got 10 houses on land where there should be only three or four, he should be compensated onlv on the basis of the three ox foui, not or the 10. Legislation in that direction would enable local bodies to deal much more speedily and thoroughly with insanitary areas than they could at present, and would be a great aid to proper town-cleansing and town-planning. Tney wanted to make a start and yet these things on the Statute Book as sbon as possible. If it could be done during the present session, it would give a great deal of satisfaction and encouragement to the local bodies of the Dominion The Minister promised to go into the matter thoroughly with the officers of his department •
