After ten days’ wearisome negotiations with party leaders, Dr Luther, the Finance Minister, has practically succeeded' in forming a somewhat remarkable Government, for the majority of its members can certainly not be described as ardent Republicans. For example, Herr Neuhaus, the new Minister of Economics, left the State service because he refused to take the oath of allegiance to the Republican Constitution, - and. out. of the ten Ministers whom Dr Luther proposes to' appoint no i fewer than seven belong to, o - are connected with, the* Right parties, namely, the German Nationals and Peoples Parties. 4 Consequently, the Cabinet, will be strongly, influenced by Nationalist tendencies, especially in Home affairs, but,' as Herr s Stresemann remains Foreign Minister, presumably the foreign policy generally will be unchanged, especially as the Centre Party holds the key to the situation,_ and can throw out. the-Government in the Reichstag whenever''it wishes..
The Socialists will- sharply oppose the Cabinet in the Reichstag, while the Demoorats will adopt a waiting attitude. , • • , . ,
