Mr Churchill, replying, promised to probe too matter in the Cabinet, at London, and send an- answer enabling France to present definite proposals,' 'tneanwhile repeating -that the Balfour -Note remains the dominating guide principle: At the -conclusion of to-day’e Cabinet meeting, which dealt specifically .with this - subject, it was reported tiiat - further discussion of details w,as necessary before a Note was sent to France, .and a definite pronouncement is unlikely for several weeks. :

The Balfour' Note broadly laid down the principle that- Britainidid not require more from the Allies together, than necessary to liquidate toe British debt to America.
