FEDERAL .OFFICERS TRUST. ACTION; AT FREMANTLE. MELBOURNE, January 7. The Federal Government 'is determined not to allow penniless foreigners : to land in Australia. Custom officers took action on the steamer Cephee because foreigners who arrived during the last few months had become a charge upon public funds. Replying to strong criticism of the action taken by the Customs authorities at Fremantle, Senator Pearce said the_ procedure followed instructions which were issued. Many foreigners who had entered the country recently . were finable to secure work, .chiefly awing to their inability to speak Eng- ■ lish, -and they quickly expended what little oapital they brought with them. The. Premier of West Australia, in particular, made a strong protest against the admission of foreigners, and claimed that the Commonwealth Government, if it permitted snch persons to land, should provide funds - to prevent them from starving. ' AT LEAST £4O APIECE. Thei agents of the Cephee were warned through the High Commissioner’s office that the passengers brought by th 6 vessel would be permitted to land only if the Customs authorities were satisfied that the immigrants were not likely to become a public charge.

The requirement that each immifrant shall have at least £4O is not eing enforced at present, as the Customs authorities were instructed that until March 31st next admission could be granted if each adult, immigrant possessed at least £lO. Discretion was to be exercised in other coses where hardship would be involved in the rejection of an immigrant, and: the officers were satisfied that" the other conditions were satisfactory. Senator Pearce added that the landing money qualification was not insisted upon at all in cases where the maintenance of the immigrant was guaranteed by some resident in Australia. If any are forthcoming in relation to rejected passengers on- the Cephee, the question of permitting them to land would receive every consideration. '
