MOTOR RECISTRATION

REGULATIONS ISSUED. TO COME INTO FORCE ON JANUARY Ist. Since the passing of the Motor Vehicles Act laet session of Parliament motor owners have been waiting with interest the issue of regulations under the Act, the all-important part of the new legislation with which they are especially concerned. The first batch of the regulations providing for the licensing and registration of motor vehicles was passed at a meeting oi the Executive Council yesterday, and they come into operation on January Ist next. . „ The regulations, which ' give facsimi-lie.-i of the forms to be. used in the annual ' licensing and registration of the vehicles, are to be administered by the Post and Telegraph Department which is making all necessary arrangements to bring the -.egulatious into force. The regulations do not deal comprehensively with all the matters set out in the Act; they are issued mainly to put into operation the first phase of the provisions oi the Act—licensing and registration. REGULATIONS SUMMARISED. Summarised the principal clauses of the regulations are as follow : ® The distinguishing marks to be kept affixed to any motor vehicle, shall be exhibited on two piates which shall, save as provided with respect to motorcycles, be fixed one on the front and the other on the back of the motorvehicle, in an upright position, so that every letter and figure on the plate is easily distinguishable. In the ca3e of a motor-cycle the re-gistration-plate fixed on the front ol the cycle may, if it has duplicate faces, bo fixed so that, from whichever side of ‘ t'ho motor-cycle it is viewed the letters and. figures on one or other face of the plate shall be easily distinguishable, though they may not be distinguishable from the front of the motor-cycle. The deputy registrar shall supply to the owner of the motor-vehicle the appropriate registration plates. A charge sufficient to cover the cost of such plates may be mad®. Notice of the destruction of any motor-vehicle or of its permanent removal from New Zealand, or of the fact that any motor-vehicle has become permanently useless, is to be given to the deputy registrar at whose rffioe the motor-vehicle is '.egistered; also notice of a. change of garage or of change cf ownership. In respect of the issue of substitutes or duplicates, plates to replace those lost or defaced,, the following fees shill bo payable: (a.) Duplicate oerticate of registration 2s (jp; (b) duplicate license to use a motor-vehicle. 2s 6d; (c) substitute registration-plate a fee sufficient to cover the oost of issue. Every parson who fails to comply wi th any of the requirements .if these regulations shall be liable on conviction. to a fine' of twehty pounds. “The regulations give a. start, ’’ said the Hon. R. F. Bollard yesterday afternoon, “to tho long-waited-for control of motor vehicles in vhe Dominion. 1 Before recommending the Administra-tor-in-Council to give his signature to j the regulations, they were, in addition I to the scrutiny given to them by the ' Kon. Mr Coates,and myself, being perused by the Executive Council of the' Ne,v Zealand Motor Unions which approved of their provisions. I propose sending copies of the regulations and of tho Act to local bodies, motor unions, and others interested; and any inquiries connected with the licensing and registration of vehicles should be made to the Pest, and Telegraph T>op.vrtment. I look for success in tho administration of the regulations, and feel that they will give satisfaction to all parties.” Questioned as to the appointment of the officer's provided feu* under the Act, Mr Bollard said that a, registrar of motor vehicles, and also deputy re j gistram, would be appointed at an ' early date. It was proposed that the . duties of those' offices should he car- j ried ojit l.w officers of the ■ Post, and j Telcgranh Department. Further re-1 gulotions dealing with many other j .matters net out in the Act. would be i proceeded with. and very shortly j those dealing with the licensing of drivers would be issued. i
