(Received December 10,. 11 p.m.) NEW YORK, December 9, New York’s right to the title of “Tile City of Skyscrapers" Will be undisputed for some time to come if an 88-«torey office building bo erected , in Lower Broadway. The fact that such a building is contemplated is vouched for by the architect who designed the 51,'itoroy Woolwofth building, which is at present rated the tallest office structure in the world. Tests will bo made shortly to determine the extent the WoolWoith building sways in heavy gales, and the purpose of these tests is to ascertain the practicability of an 88-storey building. If practicable, it will be built. The exact location is not yet fixed, but presumably, from the general location indicated it will be near enough to overshadow the WaolwortU,
