In connection with the abolition of the penal settlements, the question of what shall bo done m the immediate future with the convicts in the colonial settlements has not been definitely decided. These convicts number 4500,in addition, to which 2000 remain in exile in the colonies for further periods, equal to the length of their actual imprisonment. The Minister states that it is possible the Guiana settlement may die out nrogrcssively, by extinction, as in the case of New Caledonia, where there are now only 150 eimvjois.
