" (Received September 14, 5.5 p.m.) BERLIN, September 13, An authoritative announcement -was issued last evening that Germany j would be unable to enter the league of Nations until the question of war guilt was settled. This caused a sensation, and it was joyfully greeted by the press. The newspapers of the right denounced Democrats and Socialists. It is now stated that the statement* emanated from Dr. Stresemann. It* was his first act on returning to Berlin, and a Cabinet crisis is now considered certain.
