BESIEGED IN LONDON. NEGOTIATIONS BEGUN. Australian and N.Z. Cable Association. (Received March 19, 6.5 p.m.) LONDON, March 19. In Dublin troops with machine-guns at midnight surrounded an hotel in Parnell street in which the Army mutineers are besedged. It is reported that their number is 4Q. Pourparlers are proceeding.
