Rykoff, the Soviet President, whoso departure for healtli reasons to the Caucasus was ostentatiously published in the Soviet newspapers, has actually left for Berlin incognito. The journey must he recognised as a very characteristic symptom of the present weakness and confusion among members of the Soviet Government, and recalls a recent speech of M. Rykoff when he urged the Government to invite non-party men, who had proved active supporters of Soviet rule for the last six months, to fill responsible posts in the Government. This declaration, together with' M. Rykoff’s secret journeys, is regarded as a sign that the Soviet appredartes its weakness, and is striving to enlist active support among prominent Russians living in Germany and elsewhere.
