TREATMENT OF JAPS. DELICATE SITUATION. Australian and N.Z. Cable Association. (Received January 23, 10.10 p.m.) TOKIO, January 22. The Foreign Minister, Baron Keishiro Matsui, addressing the opening of the session of the Imperial Diet declared that the treatment of the Japanese on the Pacific Coast of the United States was regrettable. This problem was exceedingly complicated aTid delicate, and the Government was paying special attention to it. “We are putting forth our he6t efforts in order that the problem may be treated in a spirit of mutual respect by both sides,” he stated. Baron Matsui, referring to China, said that outside interference in Chinese affairs should be studiously avoided, but Japan would take the necessary steps to protect her interests. The Government bad announced a policy of .buying at equitable prices all foreign perpetual leaseholds in Japan, especially in Yokohama where the foreign holdings predominate. The United States was among the first to surrender two sites formerly used as a naval hospital and army quartermaster's coal depot.
