ASKED TO EXPLAIN
PARTIAL RAILWAY BLOCKADE. SUSPECTED REPRISAL. Australian and N.Z. Cable Association. (Received January 21, 7.40 p.m.) LONDON, January 21. The “Daily Express” Cologne correspondent says that Lord Crewe has asked Franc® to explain why the FrancoBelgian railway authorities in occupied Germany are imposing a partial blockade on the British Cologne zone. The only exceptions are tho food supplies for the army of occupation. Even parcels post is forbidden. Apparently tho French action is a reprisal for the British refusal to accept tho claims of the Franco-Belgian railway regime concerning the use of railways in tho British zone. Nows was received in London from Cologne that the French Cue to mo official* had issued a proclamation practically prohibiting all railway goods traffic with the British zone, except for foodstuffs and military transport.
