FEDERATION TO BE FORMED. Per Press Association. DUNEDIN, December 17. The scheme to form a New Zealand Federation of Trades Councils has assumed definite shape. The objects set out in. the proposed rules to be considered at the conference of the District Labour Councils at Dunedin at Easter are to maintain a spirit of fraternal sympathy with workers in all other countries, to uphold the rights of all workers to a remuneration equivalent to the full value of their labour; and to affirm the distinot identity of labour as a factor in the field of politics.
