SIMPLER SYSTEM PROPOSED. INCOME FROM CAPITAL. Australian and N.Z. Cable Association. (Received November 22, 10.45 p.m.) LONDON, November 22. The “Morning Po6t” correspondent at Helsingfors says the coming new tax in Russia on income from capital is designed to supersede the mass of heterogeneous taxation at present imposed on the inhabitants according to the whim of local authorities, but whether it will be possible to control the latter in this matter more than in others is questionable. The tax will be levied on town dwellers and also those country dwellers wlio have other sources of income besides agriculture. Persons in receipt of lees than 150 gold roubles a month will he freed of taxation on a part of their income as yet uflfixed. Above the income mentioned, the whole will be taxed on a sliding scale.
