BASIC PRICE PROPOSED. Australian and N.Z. Cable Association. (Received February 6, 5.5 p.m.) WASHINGTON, February 5. Senator Frank Gooding introduced a Bill in the Senate providing 300 million dollars for a Wheat Stabilization Board, for the purpose of guaranteeing a fair price to American farmers by establishing a basic price of 175 cents a bushel for number one grade Northern spriDg wheat.
