AMERICAN LEGISLATION. CONGRESS TO DECIDE. Australian and N:Z. Cable Association. (Received February 6, 5.5 p.m.) WASHINGTON, February 5. Mr F. w. Mondell, Leader of the House, follptving a conference with President Harding, announced that tho President would send the debt message to Congress on Tuesday. Mr Mondell states that the President will not attempt to dictate a settlement, but has decided to let Congress work out a solution, so long as speedy action is assured.
