Van Hoesch, counsellor of the German Embassy, lodged a protest against the occupation of the Ruhr. The French Government replied that its measures must not be regarded as a military operation. The requisitioned coal would be first used for reparation deliveries, then for the needs of the Rhineland and the Ruhr, and lastly, for the needs of Germany.
