MANIFESTO ISSUED. Australian and . N.Z. Cable Association. . LONDON, December 31. The Trade Union Congress issued a manifesto pointing out that during the period of chronio unemployment in the country the wages bill had fallen to the extent of thirteen millions weekly, and the demand that the full resources of the Government and community must provide work or satisfactory maintenance.
