NEW GOVERNMENT PLANNED TOKIO, August 8. Plans for a new Government for Siberia, to supei sede the Governments now existing at Chita and at Vladivostok, are reported from Harbin to be rioe. Recognition by Britain, Japan and tbe United States is pending. *j*he new Government intends to j make' Siberia anti-Commnnistic, andto . separate altogether from the control * of Moscow. j
