PREDICTS RETURN OF GERMAN MONARCHY. OUTLOOK IN THE ORIENT. By Telegraph-—Press Assn. —Copyright. Australian and N.Z. Cable Association. NEW YORK, July 3. A New York newspaper prints an interview with the ex-Kaiser, secured by Baron Clemens von Radowitznei, who spent several days at Doom. He quotes Wilhelm as declaring; “The Monarchy will return to Germany after some years, but I shall not come bade. Not only economical ly and industrially, hut politically, Germany will some day be as great as before. Then we shall prove to the world that we were not responsible for the war, and that I was not responsible.” The ex-Kaiser praised President Ebert, stating that he is a capable man, and t!he right man for the place, granting that the place exists. While respects mg tho late Dr. Rathenau’s ability, he considered him a danger to Germany, because he was a Jew. Wilhelm has developed, a strong hostility to Jews, and is also bitterly opposed to the Rus-eian-German Treaty of Ra.pallo. The ex-Kaiser said he did not want to see Austria united with Germany. Discussing the Oriental question, he said he believed the Young Turks will unite with the Egyptian Nationalists and' form the nucleus of a Moslem bloc, ft would be a great pity if England did not give a protectorate to Egypt. England had done an enormous amount of good to the Egyptians, who wore quite unfit to administer their own country. He was convinced that there will soon he a great rising in India. Baron von Radowitznei declares that the Kaiser's crippled arm is worse.
