An end must fae put to their existence, however tragic be the means of extermination.” Another telegram warns the Prefecture that the American Consuls, acting on the instruction of their Government* are makiug inquiries into the Armenian massacres, and, therefore, it instructs, there must be no incidents of a nature to attract attention. “While the procession of Armenians being taken from their homes is passing our towns and larger villages, foreigners should be convinced by their observation that the Armenians are merely being deport* ed to a new residence. For this reason .it is important to display an attitude of delicacy towards them, and only to resort to the usual methods in favourable 6pots.”
