AMERICA AND RECONSTRUCTION. Australian and N.Z. Cable Association. PARIS, November 1. A correspondent writing to the “Echo de Paris” from Washington, says that the idea of President Harding and Mr Hughes is to fix a proportion of the various fleets on the coast lines to he defended on the budget resources of the populations concerned. An essential point in the American mind is the reconstruction of China. They will submit to the Conference recommendations for the abolition of the spheres of influence which in the last quarter of a century have benefited Russia, Japan, France and Britain.
