The “Daily Express’®” Berlin correspondent says that excitement prevails throughout Germany otfer Erzberger’s assassination,, and is increasing almost to a panic. Cabinet yesterday issued a decree forbidding meetings or .the issue of periodicals propagating violent changes in government or disobedience to the laws. Tli© proclamation state® that national emergencies demand that unscrupulous and misguided elements’ machinations must be opposed with an iron hand. The Government is determined to undertake what actions foes to the Constitution make necessary and intend to 6how unrelenting severity against any and every insurrection. Leaders oT Junker organisations openly declare that in spite of the decree they mean to continue their activities, daring the Government to take proceedings against them.
