Sir Edward Wittendom, a Legislnr tive Councillor, in- giving evidence before the Royal Commission on Education, after a visit to Sydney, stated that the expensive educational efforts of New South Wales, judging by its Parliament and the larrikinsm and disloyalty prevalent, had been a failure. Be advocated that the State should restrict its activities to practical elementary education only.
