Mr Arthur Meighen (Prime Minister oi Canada) has departed for the Imperial Conference. He will support the renewal of the Anglo-Jnpancse Alliance if such is shown to be m the best interests of Britain, if not purely military and if it does not involve complications with America. He will oppose any step towards Imperial organisation involving centralisation or the creation of any superior power over Dominion Parliaments, suggesting a purely consultative arrangement. A constitutional conference held in Ottawa, including the leaders of nil parties, decided that naval and military questions could not be usefully discussed until the strategic situation was clearer and expert opinion had reached a definite stage. ~ VIEWS OF MR MASSEY. Massey, referring to . air Meighen’s reported proposal to limit the Conference on foreign relations to the Japanese Treaty and external affairs affecting the Dominions, and the preparation of the agenda for next Conference, but excluding defence, stated that the Conference must settle the programme, and not individual Dominions. However indifferent Canada may be to the defence matter, It was of supreme importance to Australia and New Zealand.
