NAVAL BOARD CONSTITUTED. PERSONNEL AND DUTIES. The personnel and duties of a naval board set up to control the New Zealand Navy are published in the latest issue of the “Gazette,” issued yesterday. The Board is to be composed or the Minister for Defence as president, and the following members: —The Commodore commanding the New Zealand Station (Ist Naval Member); the chief staff officer as a temporary member until such time an the commodore commanding vacates the command of the “Chatham,” or other ship relieving “Chatham”; thes ecretary to the commodore commanding shall be appointed as secretary to the Board. The Naval Board will be charged with the control of all matters relating to the naval forces, upon the policy directed by the Alinister, and shall have executive command of the naval forces. The Governor-General may delegate to the Naval Board the functions, and commission it to execute the office, of Commander-in-Chief of the naval forces. Except as prescribed, the members of the Naval Board shall act as a whole. Aleetings of the Board will be held wleekly, or as may be directed by the Alinister, or, in his absence, by the senior naval member of tho Board present. Two members of the Board shall constitute a quorum. All decisions of the Board which involve a matter of policy, or important principle, an increased vot,e, or any new expenditure will be submitted to Cabinet for approval. A representative of the Treasury is to be charged with the duty of keeping account of expenditure with a view to ensuring that it is kept within the estimates.
