WHY AUSTRALIAN. MILLS HAVE SLACKENED. By Telegraph—Press Asen. —Copyright MELBOURNE, March. 12. Senator Russell, referring to the export price of flour, said the reason, the mills were not working full time was that the return to pre-war conditions was being effected, and the East was undergoing a period of. great depression. It was inadvisable to force business in that direction, but overtures were being made to shipping cqndems with a view to reducing freights in conformity with the American rates. Last year’s grist had not yet been sold.
