JAPAN’S INTERESTS IN RUSSIA. Australian and N.Z- Cable (Received March 11, 5.5 p.m.) TOKIO, March 10. Viscount Uchida, addressing the House of Peera, expressed the belief that Japan’s position relative to the United States and Yap, was secure. He stated that Japan had made no effort to open diplomatic negotiations with the Moscow Government. Although the Chita Government and Siberia were of special interest to Japan because of their proximity, formal recognition had not been extended by Tokio. AN ALLEGED'TRAITOR. (Received March 11, 5.5 p.m.) TOKIO, March 10. A naval lieutenant, named Tsuruhamaguchi, has been arrested on a charge of attempting to sell Japanese naval plans to Captain Watson, Naval Attache of the American Embassy. Captain Watson received letters offering to sell secrets, and informed the authorities. i
