GEORGIA AND AZERBAIJAN FALL OUT. {Reuter's Telesram.) (Received January 28, 1.15 a.m.) CONSTANTINOPLE, January 27. Another little war’ is foreshadowed by a report from Tiflis, which states that in consequence of Azerbaijan suspending oil supplies to Georgia, the latter has arrested fourteen Azerbaijans, including the Consul, and has- seized the consular funds. In response to protests and threats Georgia has decided to attack Azerbaijan to forestall an expected attack from that direction.
