SPECIAL CONSTABLES. LONDON, October 6. The "Freeman's-'Journal" states that the Government is enrolling and arming the Ulster Volunteers as special constables. They are to be paid £3 10s a week, and' 10s extra for special raid duty, with a pension for those injured in" duty. The paper alleges that the Grand Lodges have taken tip the matter, and threaten to expel members who refuse to join.
